Central Alabama Veterans Healthcare System (CAVHCS) is seeking an accomplished executive leader to be the Chief for Mental Health Service (MHS). The Chief will lead a dynamic service line treating Veterans who reside in Alabama and western Georgia. MHS is an integrated care line, including psychiatrists, psychologists, social workers, and a variety of ancillary therapists.

Background and-or Security ! Investigation required DUTIES:
The Chief for MHS is directly accountable to the CAVHCS Management Team for day-to-day operations of the Service and is accountable to the Chief of Staff for clinical program administration and overall compliance to VA policies and procedures. The candidate should possess clinical and administrative experience to provide oversight for a wide variety of Mental Health programs. The candidate should be interested in promoting performance optimization in the area of mental health services.

The incumbent will lead a multidisciplinary staff in the delivery of health care to our nation's Veterans. The incumbent will be expected to clinically practice within their specialty approximately 25% time (0.25 FTEE) and perform administrative duties a minimum of 65% time (0.65 FTEE). The position may allow up to 10% time for educational activities (0.10 FTEE). The incumbent will report to the Chief of Staff. The incumbent is responsible for t! he supervision and management of all mental health services at CAVHCS; ! this includes all inpatient and outpatient mental health services at the Tuskegee/Montgomery, Alabama, as well as residential and outpatient services provided in surrounding communities. The incumbent will provide executive-level leadership in the establishment and maintenance of high standards of care in all areas. The incumbent must have significant leadership, mentoring, and management experience as well as strong health care operations and planning experience and be able to demonstrate evidence of excellence in teaching and clinical practice.

The incumbent provides strategic planning for the provision of mental health care at CAVHCS in both the inpatient and outpatient arenas; managing care through planning, prioritizing and coordinating budget needs; assuring compliance with regulatory/accreditation standards as well as VA performance measures and quality standards; monitoring and promoting compliance with VA regulations pertaining to professional standards an! d ethical conduct; promoting cooperation and compliance of the clinical staff with federal and state law and regulations, medical staff bylaws and rules, facility policies, and Joint Commission standards as applicable; monitoring and assuring prompt access and high quality inpatient and outpatient mental health care across the system; recruiting, hiring, and retaining high quality staff. QUALIFICATIONS REQUIRED:

BASIC REQUIREMENTS:
Citizenship. United States.

Education. (1) Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA). The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed AND (2) Have successfully completed a professional psychology internship training program that has been accredited by APA. Exceptions: (1) new VHA psychology internship programs that are in the process of applying for APA accredita! tion are acceptable in fulfillment of the internship requirement, provi! ded that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Central Office of Academic Affiliations at the time that the individual was an intern and (2) VHA facilities who offered full one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement. (Submit unofficial copy of transcript).

Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia .

Senior Program Manager. Senior psychologist program managers have very broad responsibility for multiple programs or have responsibility for a large service organization that is of considerable scope, size, and complexity.

English Language Proficiency. In accordance with 38 U.S.C. 7402(d) and 7407(d), no person shall serve in direc! t patient care positions unless they are proficient in spoken and written English.

Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time.

Senior psychologist program managers have full responsibility for oversight of the professional practice of psychology in large medical centers, generally with many psychologists, and ensure the highest quality of psychological care provided to veterans throughout the facility and its affiliated clinics.

( 1 ) Skill in managing and directing the work of large, complex organizational units and in applying effective management practices.

( 2 ) Ability to balance responsibilities in a complex environment and to work with great autonomy; ability to set priorities and delegate! tasks, meet multiple deadlines, analyze complex organizational problem! s; and ability to develop and implement effective solutions for those problems.

( 3 ) Skill in persuasion, negotiation, and motivation to negotiate multiple program policies.

( 4 ) Skill in interpersonal relationships in dealing with employees and other managers using advanced consultation and problem solving skills.

( 5 ) Ability to assess need for basic and complex services across multiple programmatic patient care venues.

( 6 ) Ability to coordinate the efforts of multiple program elements across a complex system.

( 7 ) Skill in the application and analysis of measurement tools to systems issues.

Physical Requirements : T his position is primarily Managerial but the series of Social Worker can require the ability to stand, walk, push, pull, lift and bend for prolonged periods of time.
