The Birmingham Veterans Affairs Medical Center (BVAMC) is an integral part of the Medical community that provides acute, tertiary, medical, and surgical care to Veterans of Alabama. The Medical Center provides care to a veteran population of 420,000 in Alabama and treats approximately 57,000 unique veterans annually. The medical center serves as a referral center for this area with 138 operating beds with care provided in almost all medical and surgical speci! alties and subspecialties.

Birmingham, AL is located in the heart of the Southeastern United States and is a progressive center for medical research, banking, music, technology, art, engineering, and higher education. KEY REQUIREMENTS

Duties:
Serves as Risk Manager in the Quality Management Department. Directs and manages an integrated Risk Management Program that supports the mission, goals and objectives of the facility, and VHA. Provides guidance, consultation, and staff assistance in program reviews.

Reviews and evaluates risk on all patient incident reports and provide clinical advice on clinic management practices, analytical too! ls, and problem solving approaches. Utilizes current trends and relevan! t theory to identify, analyze, and resolve problem areas in risk management for clinical practice.

Provide a clinical review and manages the administrative tort claim review process at the facility level in collaboration with Chief of Staff, Regional Counsel, the Assistant U.S. Attorney, and the Office of Medical Legal Affairs as appropriate.

Develops and maintains expertise/certification in area of clinical practices through attendance at continuing education sessions, conferences and workshops.

Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals, objectives and compliance with VHA policy, The Joint Commission standards and other internal and external regulatory agency requirements. Monitors and analyzes program performance data to determine program effectiveness and identify opportunities for program improvement.

Provides oversight and clinical reviews ! for implementation of the Full Disclosure process to ensure compliance with administrative requirements. Develops and leads educational activities to enhance the clinical understanding and utilization of the Full Disclosure process by Executive Management and other health care professionals. Maintains database of full disclosure activities.

Provides oversight for the Peer Review Program, complete clinical assessment reviews, effectively tracks and processes peer reviews according to VHA policy and provides technical support to the Peer Review Committee. Maintains database of peer review activities.

Serves as resource/consultant on facility and Network committees/task forces that focus on risk management, performance improvement, policy/procedure development and compliance activities.

Collaborates with the Chief, Quality Management for prevention of clinical risks throughout the medical facility. Develops effective relationships with clinical staff! and administrative personnel from patient services to facilitate the d! elivery of patient care.

Assists facility leadership in the setting of institutional priorities related to the Risk Program Management.

Plans, develops and conducts education and training programs related to Risk Management, and related quality management topics. This includes New Employee Orientation, Resident Orientation, and ongoing education for staff at all levels throughout the organization.

Ensures application of institutional policies, especially those regarding patient rights, confidentiality and full disclosure. Serves as a resource and advocate for protection of patient and family rights.

Organizational Analysis: Collects, aggregates, and trends data for Health care Groups and Committees. Evaluates processes or makes recommendations based on data for effective organizational changes. Performs organizational analysis and utilizes current trends and relevant theory to identify, analyze and resolve problem areas in Risk Man! agement.

Serves as a member of the Integrative Ethics Committee, Peer Review Committee, and Disturb Behavior Committee.

Serves as the facility clinical consultant and subject matter expert regarding: Peer Reviews, Full Disclosure, and Tort Claims.

Shift: Days 8:00 am to 4:30 pm.

Relocation Expenses: Relocation expenses are not authorized for this position and will not be reimbursed.

QUALIFICATIONS REQUIRED:
Citizenship: Citizen of the United States (Noncitizens may be appointed when it is not possible to recruit qualified citizens per VA Handbook 5005/2, Chapter 3, Section A, paragraph 3g).

Education: Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant. The National League for Nursing Accrediting Commission (NLNAC) or The Comm! ission on Collegiate Nursing Education (CCNE). Current, full, active, a! nd unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.

Licensure : Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory, or commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

English Language Proficiency: Must be proficient in spoken and written English.

Applicant's education and length of nursing practice (experience) will be considered by a Nurse Professional Standards Board in determining the grade and salary of the applicant selected. Experience as a RN will be evaluated to determine if the experience is of an ac! ceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel. The criteria are as follows: Practice: practice, ethics and resource utilization, Professional Development: performance, education/career development, Collaboration; collaboration, collegiality, Scientific Inquiry: quality of care, research.

Education/Experience Requirements:
Nurse I, level I-Associate Degree or diploma in nursing; no experience
Nurse I, level 2-Associate Degree or Diploma in Nursing, approx. 1 year experience OR Associate Degree in Nursing and a Bachelors in a related field, no experience, OR BSN, no experience
Nurse I, Level 3-Associate Degree or Diploma in Nursing, approx. 2-3 years experience OR Associates Degree or Diploma in Nursing and Bachelors degree in a r! elated field, approx. 1-2 years experience OR BSN, approx. 1-2 years ex! perience OR MSN or related field with a BSN or Bachelor's degree in related field, no experience.
Nurse II - A BSN with approximately 2-3 years of experience, or ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 2-3 years experience or a Master's degree in nursing or related field with a BSN and approximately 1-2 years experience, or a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no experience.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years experience or Doctoral degree in nursing or related field and approximately 2-3 years experience.

Enhanced Qualifications:
A minimum of three (3) years of successful RN Medical/Surgical or critical care practice with demonstration of appropriate clinical skills.

Two (2) years of successful Ambulatory Care experience preferred.

Risk Managem! ent experience preferred.

MSN or related experience preferred.

Excellent interpersonal and communication skills (oral and written)

Demonstrated ability to use analytical techniques for the assessment and improvement of program effectiveness or improvement of processes and systems.

Demonstrated ability to be dependable, self-directed, and flexible, including flexibility in assignment and time scheduling.

Current BLS Certification.

Physical Standards: Satisfactory physical examination as determined by the Employee Health Unit upon appointment only. Functional requirements include light lifting under 15 lbs, light carrying 15-44 lbs, walking and standing and standing for up to 8 hours, use of rapid mental and muscular coordination simultaneously, ability to read type written characters (glasses permitted), ability to hear the wh! ispered voice (hearing aid permitted), repeated bending for up to 8 hou! rs, etc.
