This position is located in the Office of the State Surgeon, Deputy State Surgeon, Occupational Health Office, Joint Force Headquarters-State. The purpose of the work is to plan, schedule, execute, manage and administer the ARNG Industrial Hygiene Program for a state, territory, or district to maintain and promote the health of military and technician personnel. Coordinates with the National Guard Bureau (NGB) Regional Industrial Hygienist (IH) who works for the NGB Office of the Chief Surgeon.

ALABAMA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Alabama Army National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Alabama Army National Guard must be eligible for immediate membership and e! mployment in the Alabama Army National Guard in the military grade listed in this announcement.

AREA OF CONSIDERATION FOR ALABAMA ARMY NATIONAL GUARD POSITIONS:

AREA ONE : All permanent Alabama Army National Guard civilian excepted technicians currently employed.
AREA TWO : All Drill Status/M-Day members of the Alabama Army National Guard.
AREA THREE : All U.S. citizens eligible for membership in the Alabama Army National Guard.

(1) Plans, schedules, executes, manages and administers the State/territory/or district ARNG Industrial Hygiene Program. Ensures statutory and regulatory compliance with applicable Occupational Safety and Health Administration (OSHA), Department of the
Army (DA), Department of Defense (DOD) and NGB regulations, standards and guidance. Serves as an advisor on State health matters, (e.g., health hazard identification, asbestos and lead abatement).
(2) Surveys, inspects and evaluates opera! tional and newly constructed facilities and various activities to ident! ify, evaluate and reduce or eliminate potential health hazards. Determines appropriate survey methods and techniques. Samples using approved
methods to determine nature and degree of hazards for a wide variety of materials and environments. Determines compliance with Threshold Limit Values (TLVs) or Permissible Exposure Limits (PELs). Makes recommendations on control measures
and changes in work procedures or schedules to ensure compliance with established health standards.
(3) Performs special surveys of facilities and shops when new equipment is installed or work procedures change. Identifies the potential physical, biological, chemical and radiological health hazards in the workplace. Evaluates the exposure to workers and
recommends the appropriate corrective action (e.g., engineering controls, chemical substitution, and personal protective equipment). In the case of serious or acute exposures and chronic illnesses, coordinates with the Occupational Healt! h Nurse (OHN), Shop Supervisor and Regional IH to develop the most prudent plan of action (e.g., change of procedure, follow up sampling, etc.).
(4) Reviews plans for new and existing construction and renovation projects to ensure that applicable standards (e.g., Occupational Safety and Health Administration/OSHA, American Society of Heating, Refrigerating and Air Conditioning Engineers/ ASHRAE,
etc.) are incorporated. Where deficiencies are noted, recommends appropriate changes which would prevent adverse health impact. Consults with the Regional IH for coordination of assessment of design reviews as necessary.
(5) Interprets Material Safety Data Sheets (MSDSs) for employees, shop supervisors, and OHN. Interfaces with manufacturers of hazardous materials to ensure that the most current version of health hazard information is available. Reviews and/or compiles hazardous chemical inventories as needed. Provides subject matter expert advice for Hazardous Material ! Communication (HAZCOM) training as required. Coordinates with Safety an! d Warehouse personnel regarding receipt, storage and shipment of hazardous chemicals.
(6) Assists the OHN with the management of the state Army National Guard (ARNG) Respiratory Protection Program. Assesses use of and prescribes personal respiratory protection based on air sampling results and professional judgment. Provides employees with worker education and training on various subjects (e.g., respirator selection, usage, maintenance and sanitation practices) in accordance with all applicable regulations. Schedules employees for fit testing and respirator selection; specifies/recommends replacement parts and cartridges; calculates end of service life as necessary and maintains all applicable records.
(7) Conducts noise surveys before commencement of new operations or work processes. Performs periodic sound level measurements and octave band analysis in facilities where potential noise exposures exist (e.g., maintenance shops, generator
use, aircraft facilities! ). Recommends appropriate engineering and/or administrative changes and/or hearing protective devices as corrective measures where excessive noise levels are found.
(8) Conducts studies and surveys of varying degrees of complexity, analyzes laboratory and instrument results. Writes and coordinates reports through the Regional IH, to identify and evaluate potential health hazards. Recommends solutions to
potential health concerns. Performs work area surveys to ensure compliance with established occupational safety and health regulations and to help compile a hazardous chemical inventory for the facility. Educates workers about hazards during industrial
hygiene surveys. Air samples are collected as determined necessary by building inspections or special requests. Inputs all data collected is into a Department of Defense (DOD) Industrial Hygiene/SOH (e.g., RCAS-SOH) data base.
(9) Serves as the advisor to the Radiation Protection Officer when required. Supports! the development of local emergency cleanup procedures for accidental r! eleases. Routinely surveys workplaces for compliance. Conducts non-ionizing radiation surveys
of equipment for radio frequency and laser emissions as needed.
(10) Calibrates equipment and/or ensures compliance with existing calibration schedules for all industrial hygiene equipment. Performs minor repairs and adjustments to ensure equipment can effectively check work environments. Responsible for the shipping of equipment requiring major repairs and maintaining all records associated with maintenance and calibration of equipment.
(11) Investigates hearing compensation claims filed by facility personnel. Collects applicable data from occupational health noise database. Visits work areas to perform sound level measurements of identified noise sources. Collects noise dosimetry in and
around areas where personnel are known to be exposed to unacceptable high levels of noise. Prepares reports on findings to substantiate or controvert compensation cases.
(12) A! dvises on ergonomics in the workplace. Surveys worksites to evaluate compliance with the most current practices. Determines if there are factors which could contribute to cumulative trauma disorders. Provides findings and recommendations for corrective actions to the OHN and workplace supervisor.
(13) May serve as an advisor to State Occupational Safety and Health Councils and/or as a member of management committees which address health and environmental issues and concerns.
(14) Coordinates with contractor personnel and performs oversight of their operations while they are conducting industrial hygiene surveys within the State.
(15) Performs other duties as assigned. QUALIFICATIONS REQUIRED:

EXPERIENCE REQUIREMENTS: Each applicant must fully substantiate (in his/her own words) that he/she meets the requirements of the specialized experience listed below; Otherwise, the applicant will be considered unqualified for this position. GENERAL EXP! ERIENCE: Experience, education, or training which provided a basic knowledge of principles and practices related to the health care delivery system.

SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education, or training which
provided a working knowledge of missions, organizations, programs and requirements of health care delivery systems. Experience developing and implementing various policies and procedures used in the state medical programs. Experience involving various administrative areas such as budget, personnel and public relations within a medical activity.

KNOWLEDGE, SKILLS, AND ABILITIES:
1. Utilizes extensive knowledge and skills relating to industrial hygiene to perform a wide range of industrial hygiene duties to include planning of the ARNG state industrial hygiene program and in performing a broad range of industrial, chemical, biological investigations through use of survey, detection, evaluation,! and sampling techniques for the purpose of identifying potential workplace health hazards.
2. Knowledge of OSHA, DOD, Department of Army, NGB, and ARNG laws, regulations and policies related to occupational health and industrial hygiene.
3. Knowledge and ability to perform complex computations/investigations, and apply theories and formulas typical in the scientific calculations of the industrial hygiene profession.
4. Knowledge of work processes, operations and equipment relative to their potential effect on the health of employees working in a variety of facilities (e.g., maintenance shops, warehouses, indoor firing ranges, live fire shoot houses and aircraft avionic shops).
5. Knowledge and ability to develop recommendations for alternative controls, procedures, and/or protective equipment relative to the prevention or management of harmful exposures.
6. Knowledge and skills to communicate effectively; educate employees, supervisors, and management o! n industrial hygiene issues; and to interact with other health speciali! sts and officials.
7. Knowledge to identify and/or quantify a variety of chemical agents (e.g., gases, dusts, fumes, mists); physical agents (e.g., noise, temperature extremes); biological agents (e.g., fungi) and ergonomic factors.
8. Knowledge of a broad range of administrative and managerial methods and techniques used to independently plan, implement, evaluate and manage the ARNG State Industrial Hygiene Program.
9. Knowledge of State ARNG activities and requirements necessary to act as the local point of contact and program coordinator for the State OHN and the Regional Industrial Hygienist.

Substitution of Education for Specialized Experience: A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours. The education must have been in fields directly related to the type of work of the position.
